The 2020 National Foreign Investment Work Conference & Video and Telephone Conference on Responding to the Epidemic and Stabilizing Foreign Investment was held on March 27 in Beijing. Vice Minister of Commerce and Deputy China International Trade Representative Wang Shouwen attended the conference and delivered a speech. Representatives of the competent commercial departments and related agencies of all provinces, autonomous regions, centrally administered municipalities, municipalities separately listed on the State plan, and the Xinjiang Production and Construction Corps as well as the Ministry of Commerce's special commissioners nationwide attended the conference at the main venue or sub-venues. The responsible leaders of the competent commercial departments of Jiangsu, Guangdong, Shanghai, Shandong, Beijing, Zhejiang, and Sichuan conducted experience exchanges at their respective venues.

Wang Shouwen pointed out that we should thoroughly study and implement the guidelines of General Secretary Xi Jinping’s important speech at the conference on coordinating the prevention and control of the novel coronavirus pneumonia in tandem with economic and social development, follow the decisions and deployments of the CPC Central Committee and the State Council, put equal emphasis on promoting growth and stabilizing stock, make efforts in attracting, securing and stabilizing business, and consolidate the confidence of foreign investors in long-term investment and operations so as to effectively make progress in stabilizing foreign investment throughout the year.

Wang Shouwen pointed out that the novel coronavirus pneumonia has directly impacted the development of China's export-oriented economy this year, and the current situation of stabilizing foreign investment is more severe and complicated. At the same time, we should see that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, we boast the advantage of the socialism system with Chinese characteristics. The basic development trend of China's long-term sound economic growth has not changed. The strong attraction of large market size has not changed. The comprehensive competitive advantages in industrial support, human resources, infrastructure and investment environment have not changed. The confidence of foreign investors in long-term investment and operation in China has not changed. We should strengthen the determination and confidence to do well in stabilizing foreign investment throughout the year.

Wang Shouwen emphasized that we should focus on key issues, strengthen implementation, and spare no effort to stabilize foreign investment in 2020. We should provide better services for the existing foreign invested enterprises and accelerate the resumption of work and production; we should strengthen the implementation of various policies on stabilizing foreign investment and ensure that domestic and foreign invested enterprises enjoy equal access to various assistance and bailout policies; we should implement the information reporting system to enhance investment facilitation, improve the level of investment promotion and business attraction, promote the construction of various opening-up platforms, and constantly optimize the foreign investment environment. Commercial departments at all levels must unite to overcome difficulties, work hard to stabilize and expand the utilization of foreign investment and achieve the goal of stabilizing foreign investment throughout the year, so as to make greater contributions to building a trade power, securing a decisive victory in building a moderately prosperous society in all respects, and realizing the Chinese dream of the rejuvenation for the Chinese nation.
